| Objectifs
La sécurité humaine, en tant que concept global,
permet d’ouvrir la voie à des approches nouvelles et interdépendantes, qui soient
à la fois attentives à la définition que les populations elles-mêmes donnent des
insécurités partielles dont elles souffrent au contexte de leurs émergences, et des
réponses que les populations cherchent à y apporter.
La sécurité internationale doit parvenir à se
reconstruire aujourd’hui comme une solidarité internationale contre l’effet
conjugué des risques et des menaces souvent non armées, en vue d’établir une
véritable prévention à la source des conflits. Dans ce cadre, il faut multiplier les
partenariats avec les acteurs infra-étatiques, en intégrant une expertise scientifique
et un dialogue direct élargis avec les sociétés elles-mêmes. C’est là une
« nouvelle frontière » pour le système international, qu’il ne sera
sans doute pas possible d’atteindre sans un considérable effort intellectuel.
Étant donné la variété des approches existantes,
l’UNESCO entend apporter une contribution à l’élaboration d’une nouvelle
approche cohérente de la sécurité humaine par l’ouverture de ce Forum virtuel.
Nous espérons ainsi créer une réflexion dynamique
internationale, faire converger les recherches et les actions en cours autour d’une
série de questions essentielles. |

Objectives
Human security, as a global concept, makes it
possible to open the way to new and interdependent approaches, which are at the same
time attentive to the definition that peoples themselves give to partial insecurities of
which they suffer within the context of their emergence, and of the answers that these
peoples seek to bring forward.
International security today must be able to
be rebuild international solidarity against the combined effect of the risks and often
un-armed threats in order to establish a true prevention of the source of conflicts.
Within this framework it is necessary to multiply the partnerships with the infra-state
actors, by integrating more scientific expertise and direct dialogue with the societies
themselves. It is here that a "New Frontier" of the international system will
undoubtedly not be possible to reach without a considerable intellectual effort.
Given the variety of existing
approaches, UNESCO intends to contribute to the development of a new and coherent approach
of human security by opening this Virtual Forum.
We hope, thereby, to create an international
dynamic reflexion including both current research and actions in progress around a series
of essential questions. |
