Este libro es una compilación de artículos que surgieron como resultado del Seminario Internacional de expertos “Paz, Seguridad Humana y Prevención de Conflictos en América Latina y El Caribe”, organizado por UNESCO y FLACSO-Chile. Esta reunión forma parte de una serie de iniciativas regionales realizadas por la red SECURIPAX de UNESCO para la promoción de la seguridad humana y la paz.

Desde comienzos de los noventa, la noción de la seguridad humana está en el centro de muchos debates en el sistema de las Naciones Unidas, en organizaciones internacionales y gobiernos de distintas regiones, así como en el ámbito académico e intelectual. En efecto, con el fin de la guerra fría se tomó conciencia que se multiplicaban las amenazas no armadas a la seguridad a nivel internacional, regional, nacional y local. Se han desplegado muchos esfuerzos tanto teóricos como prácticos para identificar las modalidades más propicias para enfrentar estas amenazas.

La Seguridad Humana nace como concepto a inicios del siglo XXI, siendo su objetivo primordial el situar a la persona y su protección como eje articulador de la paz internacional. Esta noción se encuentra aún en construcción, producto de la gran variedad de dimensiones y prioridades que hay que tomar en cuenta para lograr un enfoque integrado de acción, que responda a las múltiples inseguridades que enfrentan diariamente las poblaciones más vulnerables.

This book is a compilation of articles resulting from the International Experts Seminar entitled "Peace, Human Security and Conflict Prevention in Latin America and the Caribbean", jointly organized by UNESCO and FLACSO-Chile.  This Meeting is part of a series of regional initiatives undertaken by the SecuriPax Forum, UNESCO international network for the promotion of human security and peace.

Since the beginning of the 1990s, the notion of human security has been at the core of many debates within the United Nations system, other international organizations and governments of different regions, as well as within academic and intellectual circles.  In fact, with the end of the cold war, an awareness has developed concerning the multiplication of non-armed threats to security at the international, regional, national and local levels.  Much effort has been made, both theoretically and practically to identify the most propitious modalities to face these threats.

Human Security, as a concept, was born at beginning of the XXI Century, its fundamental objective being to place the person and his/her protection at the heart of the international peace.  This notion is still in construction and is the product of a great variety of dimensions and priorities that are to be taken into account in order to obtain an integrated action approach to respond to the multiple insecurities that the most vulnerable populations face on a daily basis.

Ce livre est une compilation d’articles résultant de la conférence internationale d'experts intitulée «Paix, sécurité humaine et prévention de conflit en Amérique latine et des Caraïbes », organisées conjointement par l’UNESCO et FLACSO-Chile.  Cette réunion fait partie d'une série d'initiatives régionales entreprises par le forum SecuriPax, le réseau international de l’UNESCO pour la promotion de la sécurité humaine et la paix.

Depuis le début des années 90, la notion de « sécurité humaine » a été au centre de tant de discussions au sein du système des Nations Unies, auprès d'autres organisations internationales et de gouvernements de différentes régions, aussi bien que dans les milieux académiques et intellectuels.  En fait, avec la fin de la guerre froide, une conscience s'est développée au sujet de la multiplication des menaces non-armées à la sécurité au niveau international, régional, national et local.  Beaucoup d'efforts a été faits, afin d’identifier  théoriquement et pratiquement les modalités les plus propices à faire face à ces menaces.

La sécurité humaine, en tant que concept, a été conçue au début du XXIe siècle, son objectif fondamental étant de placer la personne et sa protection au cœur de la paix internationale.  Cette notion, toujours en construction, est le produit d'une grande variété de dimensions et de priorités qu'il y doit tenir en compte afin d'obtenir une approche intégrée d'action, qui réponde aux insécurités multiples auxquelles les populations les plus vulnérables font face quotidiennement.
