1. TARGET THE DISADVANTAGED
The University clearly indicates its focus on one or more targeted disadvantaged
groups, e.g., street children, illiterate mothers, illegal immigrants,
the chronically jobless, discriminated groups (cultural, religious and
other reasons), the handicapped, the lonely aged, people at war, and refugees.
Priority in the selection process will be given
to a university choosing one or one or more
disadvantaged groups known for their vulnerability and their representativeness
in the national context.
2. MULTI-DIMENTIONAL APPROACH
The University gives evidence that it can mobilize several faculties or
departments to study and act on behalf or a particular disadvantaged group.
This incorporates input from faculties/departments such as political sciences,
social sciences, economics, etc. Leadership of the project can rest with
faculties or departments other than health sciences.
Priority in the selection process will be given to a university
involving a wide spectrum of faculties/departments beyond those in the
health sciences.
3. COMPREHENSIVE
APPROACH
The University shows evidence of its contribution through education, research
and service functions. In education, for example, students may
be offered learning opportunities early and throughout their curricula,
with exposure to real life situations – preferentially in multiprofessional
groups. In research, activities could center on a health and social
perspective analysis of a target group or on operational research, with
assessment concerning the impact of intervention programs. In service,
activities may be directed toward the planning and delivery of services,
with a particular emphasis on preventive measures from a health and a
social perspective.
Priority in the selection process will be given to a university showing balanced inputs in education, research and
service.
4. INSTITUTIONAL CHANGE AND SUSTANAIBILITY
The University has developed a strong relationship with local governments,
communities and profession active in the health and social sectors, for
the purpose of establishing a durable partnership in support of a particular
disadvantaged group and contributing to institutional change.
Priority in the selection process will be given to a university showing evidence of its consistent commitment to institutional
change in favor of the disadvantaged.
