The Education for All movement, launched at the World Conference on Education for All in Jomtien (Thailand) in1990 and renewed at the World Education Forum in Dakar (Senegal) in 2000, is a global commitment to provide quality basic education for all children, youth and adults by the year 2015. Four international agencies (UNDP, UNFPA, UNICEF and the World Bank) have joined forces under the leadership of UNESCO.
As the lead agency, UNESCO is mobilizing and harmonizing international efforts to reach six key education goals, in cooperation with the above international agencies, national governments, civil society organizations and the media. The goals focus on early childhood care, primary education, learning and life-skills programmes for youth and adults, adult literacy, gender equality in education, and the quality of education. An annual Global Monitoring Report examines the progress that countries and agencies are making towards the EFA goals, providing data and analytical considerations.
UIL is contributing to EFA by monitoring the commitments made by the international community to EFA and by supporting efforts towards EFA through advocacy, research and policy advice, with a focus on goals 3 (Ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life-skills programmes) and 4 (Achieving a 50 per cent improvement in levels of adult literacy by 2015, especially for women, and equitable access to basic and continuing education for all adults). In its areas of expertise, UIL is also giving input the Global Monitoring Report on EFA.
