Summary:
The beginning of the new century coincides with the beginning of a new era, which is associated with major changes. These changes are expected to impact the physical, biological and social dimensions of water resource systems. Changes are anticipated in the natural system due to land use and geomorphologic processes, in the infrastructure due to aging, in the water demand of various uses due to social and institutional changes and in the availability and supply of water possibly due to climate instability or change. It is probably time to reject “stationarity”, a concept which was the basis for planning and management of water resources during the past decades.
It is the aim of the conference to discuss methods, criteria and procedures which should be implemented in the new era, the era of transition, for planning and management of water resources. Sustainable, Adaptive and Cooperative management will be the major issues which will be discussed and analyzed through case studies from various parts of the world. Issues such as international cooperation, public participation, privitisation, national and regional planning will be discussed together with the conventional economic, social and environmental issues.
It is within the objectives of the conference to devise methods for analysing, designing and operating water resource systems which will be more adaptive, robust and resilient to anticipated changes.
