Summary:
The aim of the 2002 Symposium is to highlight the present status of the situation in different parts of the world, to debate what will be needed to perform the necessary balancing and to improve water use performance, and to indicate new prospects in terms of cases where balancing is already practiced or planned.
Water is the key to socio-economic development and quality of life and is therefore an essential factor to be properly linked to other relevant development factors. During the past era expanding water needs have been met by water resources development projects. This era is now coming to its end; in some regions water supply can only be marginally increased for hydrological and/or economical reasons. While in the past the efforts have been to maximize supply, the goal is increasingly turning into best possible outcome per drop of available water. There is a need for a fundamental shift in thinking and to develop an ability to internally balance competing water users' interests. In the new era, additional needs will have to be carefully articulated, and water quality to be given adequate attention. Prioritization between different water uses is getting necessary.
