In co-operation with the United Nations Department for Humanitarian Affairs and the International Telecommunication Union (ITU), UNESCO helped to identify and sponsor a number of participants from Central Asia to take part in the Intergovernmental Conference on Emergency Telecommunications, ICET'98, held in Tampere, Finland, June 1998. The Convention reflects the recognition by the conference of the devastating effects of natural disasters on societies and the environment and the need to provide timely, co-ordinated and effective relief. It established an international framework (Treaty) to facilitate the provision of telecommunication resources for disaster mitigation and relief operations where previously they had been impeded by regulatory barriers.
UNESCO sponsored participation of telecommunication officials from Tajikistan and Uzbekistan in the conference (as well as from the Republic of the Congo). They signed the Tampere Convention; the text and details of which can be found on the Web Site below.The project was developed in association with telecommunications companies in the three participating countries dealing through UNESCO
