Librarians and archivists together with museum experts will participate in the UNESCO Congress on "Cultural Heritage at Risk" from 23 to 24 September 1999 in Paris. The Congress will seek to facilitate the setting-up of preventive measures for protecting the physical heritage at the national and community levels throughout the world and will make an assessment of national and community emergency plans.

The Congress is being organized in close co-operation with the International Committee of the Blue Shield (ICBS) founded in 1996 by the four non-governmental organisations ICA, ICOM, ICOMOS and IFLA . The mission of the ICBS, which has taken up the emblem of The Hague Convention of the 1954 for the Protection of Cultural Property in the Event of Armed Conflict, is to collect and disseminate information, and to co-ordinate action in emergency situations affecting cultural heritage, such as armed conflicts or natural disasters.
