10. MONITORING

10.1 PURPOSE

10.1.1 The effective and efficient management of the Programme requires a system to monitor projects and activities and their outcomes. Accordingly, a key part of the overall Programme management is a system to gather and assess information about the contribution of projects and activities towards the achievement of the Programme's objectives.

10.2 LEVELS OF MONITORING

10.2.1 Given that the Programme management structure has various levels, Programme monitoring is also divided among these levels. In general, monitoring is to be undertaken as follows.

(a) International Advisory Committee: responsible for monitoring the Programme as a whole; responsible for co-ordinating the work of the Secretariat and the Regional and National Committees; and responsible for general monitoring of the Memory of the World Fund and projects.

(b) Secretariat: responsible for detailed monitoring of the Memory of the World Fund and projects.

(c) Regional and National Committees: responsible for detailed monitoring of projects and regional or national activities.

10.3 INFORMATION REQUIRED, TIMETABLE, ASSESSMENT AND REPORTING

10.3.1 Each management level of the Programme will develop a framework for monitoring activities for which it is responsible. This framework will define the information to be gathered, a monitoring timetable, goals to be achieved and the process of assessment. The fundamental aim of monitoring is to assess the contribution of projects and activities to the achievement of the Programme's objectives.

10.3.2 The Secretariat and Regional and National Committees will report to the International Advisory Committee.

10.3.3 The International Advisory Committee will report as necessary to the Director-General of UNESCO.

10.4 RESOURCES FOR MONITORING

Resources for adequate monitoring will be included and specifically identified in all projects and activities. This includes all projects and activities supported by the International Memory of the World Fund, and supported by Regional and National Committees.
