6.1 MEMORY OF THE WORLD PROJECTS
6.1.1 Memory of the World Projects are projects aimed
at furthering the objectives of the Programme in relation to documentary
heritage listed on the World Register.
6.1.2 Memory of the World Projects may be funded
by sources other than UNESCO or funding may be granted from the
Memory of the World Fund. In either case projects must be endorsed
by the International Advisory Committee.
6.2 GRANTS FROM THE MEMORY OF THE WORLD FUND
6.2.1 Proposals for documentary heritage to receive
resources from the Memory of the World Fund may be made by National
and Regional Committees, by Governments, by NGOs, by the International
Advisory Committee or by other professional bodies in a country
or region.
6.2.2 The International Advisory Committee will consider
requests for funding and will make recommendations to the Director-General
of UNESCO. Grants will be awarded annually and administered by
the Secretariat. Money will also be held in reserve in the Fund
for emergency cases.
6.2.3 The International Advisory Committee will endorse
documentary heritage for priority preservation and encourage additional
sponsorship for specific preservation projects.
6.2.4 Grants will be awarded only to help preserve
and provide access to documentary heritage which is included in
the World Register, except that a very limited number of grants
may also be awarded to assist the development of management plans
for documentary heritage that has been recommended for inclusion
in the World Register.
6.2.5 The International Advisory Committee will develop
detailed criteria for the allocation of funds. Applications must
indicate that the proposed project will be carried out in an efficient
way, and in a manner that will fulfil the objectives of the Memory
of the World Programme. An indicative list of factors to be considered
in the development of these criteria is given in Appendix C.
6.2.6 Grants from the Memory of the World Fund will
be allocated and administered in accordance with strict procedures
and standards for the preservation of documentary heritage (see
Appendices D and E). If training is required to implement the
project, a portion of the grant may be available for this purpose
(see 9.5.1).
6.3 NON-UNESCO FUNDED MEMORY OF THE WORLD PROJECTS AND ACTIVITIES
6.3.1 The UNESCO Memory of the World Fund will not
be resourced to fund all worthy projects. The owners or custodians
of documentary heritage, listed on the Memory of the World Register,
will be encouraged to seek funds from a variety of sources to
undertake projects. All projects involving Memory of the World
documentary heritage must be approved by the International Advisory
Body These projects must fulfil the objectives of the Memory of
the World Programme. The criteria used to judge these proposals
will be similar to those employed for UNESCO funded projects.
See Appendix C.
6.3.2 Other activities involving documentary heritage
listed on the World Register may be carried out. The issues to
be resolved for such activities are described in Appendix F.
6.4 MEMORY OF THE WORLD LOGO
6.4.1 The purpose of the Memory of the World logo
is to help promote the Programme. It will clearly identify documentary
heritage which is listed on the World Register. The logo may be
used on a range of promotional products, including posters and
tourist information material.
6.4.2 The logo may be used in connection with documentary
heritage registered at any level. It may also be adapted for regional
and national use, so as to retain the distinctive Memory of the
World identification, while narrowing the Programme and Register
to the region or nation concerned, for example, Memory of the
Mediterranean or Memory of Cambodia.
6.4.3 Such adaptations must be approved by the International
Advisory Committee. The Committee may withdraw approval if conditions
of its approval are breached.
6.5 LABELLING
6.5.1 Only documentary heritage on the World Register
will be permitted to use the title 'Memory of the World'.
6.5.2 At national and regional level the accepted
terminology will be of the form described in 4.1.2. For example,
'Memory of the Caribbean' or 'Memory of France'.
6.5.3 Memory of the World Projects are those approved by the International Advisory Committee, regardless of the funding source. Activities associated with documentary heritage listed on the Memory of the World Register do not automatically qualify for Memory of the World status. All projects must be approved by the International Advisory Committee.
