3.1 Description and inventory

A - Black Heritage?

Documentary on FESTAC'77, a gathering of Africans from all over the world to show and share their similarities, in culture and artistic contributions made by the black and African people. From the film trims cutting are arts and crafts, dancers, structures, costumes. Also in the sound track are arrivals, parade and commentary and dances.

B - Kanta of Kebbi

A documentary film on the historical figure of the former Kebbi Kingdom and her relationship with her neighbours - Mali, Sudan, Ghana. Kanta of Kebbi is a true story of the happenings of a great man in the then Kebbi known as Kanta. Kanta was a great warrior, who fought and won wars (in 1350-1550 A.D.) between him and his surrounding neighbours including the present day Sudan. He took in slaves and made them work for the development of Kebbi and the building of the protective wall which still surrounds Kebbi today. From the film trims are pictures of Kanta as a young boy growing into a strong man, taking a wife and becoming the leader of his people, then the great warrior. The house he lived in with his many concubines and the people he led are some of the trims. In the sound track, there are dialogues from the happenings as they built up.

4. Management plan

4.1 Statement of significance of the documentary heritage:

A - Black Heritage? is significant to the understanding of the cultural and artistic contributions made by the Black and African people to world civilization. It is a realistic record of the actual event of the second Black and African Festival of Art and Culture (FESTAC' 77) held in Lagos, Nigeria, on 15 January 1977. It shows the various cultural and artistic heritage of the Black and African people from antiquity, thereby showing their contributions to world civilization.

B - Kanta of Kebbi

The film displays the history and culture of the former Kebbi Kingdom and the life and time of its historical figure, the Kanta of Kebbi, and the relationship between Kebbi and her neighbours (Mali, Ghana, Sudan) at a time when different kingdoms engaged in military warfare in order to expand their territories.

4.2 Access policy and procedures:

- The Archive operates close access to its collections;

- Clienteles book in advance; and

- Exploitation of records is arranged and monitored by the Archives staff

4.4 Preservation procedures...:

The film is sensitive to light, humidity, dust and chemical fumes. The Archive operates close access to its collection. Air conditioning and dehumidifying is a daily routine. Steel shelves, plastic and tin cans are in use for the storage. Storage is in the dark. 20 watt fluorescent lamp is used only when one is working inside the storage area. Films from the storage are allowed to "warm-up" before use.

4.5 Preservation treatments:

- Re-winding three times a year;

- Ultra-sonic cleaning - once a year; and

- No other treatment has been employed.

4.6 A disaster prevention & recovery plan: Fire extinguishers, fire alarm, 8 security men on duty day and night.

The staff have the opportunity of acquiring in-service training at the National Film Institute, Jos, on the nature and requirements of film preservation. The staff may be trained abroad on film archives management.

4.8 How the preservation activities are incorporated into general management activities:

Preservation activities are integral part of the general management activities. The management activities include: framing of preservation policy, planning for the preservation, budgeting and provision of personnel and materials for preservation activities to be undertaken.
 

5. Assessment against the Selection Criteria

5.1 Assessment of the documentary heritage against each criterion described in Annex 2.

A - Black Heritage? contributes immensely to the world history. It also has outstanding social, cultural and spiritual value.

B - Kanta of Kebbi has special association with the life and works of a person and people who have made outstanding contributions to the world history.

5.2 Contextual assessment:

A - Black Heritage? is a unique and outstanding document. It answers a lot of questions about Africa and Black people and their contributions towards civilization. It corrects some erroneous conceptions about African people.

B - Kanta of Kebbi records the life and time of the Kanta of Kebbi, as well as the cultures of the former Kebbi Kingdom. Kebbi is a major city of the Nigerian National Monuments protected under the law because of its uniqueness. This film is part of the attempt to bring life into one of the greatest kingdoms of the 16th Century.

. History of preservation: Formally preserved in London where the two films were processed. Kanta of Kebbi was brought back to Nigeria in1992

Long-term preservation, close access, apart from use for research and study, the owners must give express permission for any other use of the documents. Exploitation is monitored by the archives staff.
