Mindful of the serious damage to the cultural heritage that has occurred as a result of war, for example in former Yugoslavia and in parts of Africa in the past few years, UNESCO has commissioned the International Council on Archives (ICA) to develop emergency programmes for safeguarding of vital records in the event of armed conflict.
