90%. Implementation deferred due to change of ownership of the Cook Islands Television station.
When the project implementation was about to begin the Government decided to privatise the CIBC due to its grave financial difficulties. The Secretariat decided to watch the situation. The Government has given a probation period for the privatised management after which the Secretariat will reassess the situation and decide on implementation. In 1997, Television and Radio separated to two different units.
