 Background

In the era of globalization, it is of strategic importance to recognize, promote and strengthen the global public domain, be it physical (such as radio spectrum) or cultural and informational (such as masterpieces of the past or information produced with public funds).

The main goals of UNESCO in this area consist in redefining universal access to information and the minimum level of service to be provided to information users by the public sector, as well as in promoting the fair allocation of public resources to public information providers (availability of radio-frequency spectrum, pricing the spectrum, frequency auctioning).

The promotion of access to information in the public domain was approved by UNESCO's 29th General Conference as a basic element of this strategy and was included in its programme planning for the biennium 1998/99 .
