Support the implementation of following CI projects:
 (1) Developing New Laws for the Sudanese Media Sector
The Sudanese Ministry of Culture and Information (MoCI) engaged the UNESCO Khartoum office to support the Faculty of Law at the University of Khartoum (UoKFL) in development of the updated variants of the Sudanese laws relevant to the media sector. Focus will be on the main laws that are urgent and crucial for Sudanese media sector reform The main aim is to support MoCI in developing strong media laws drafts. Work on engaging key society sectors including signatories to the Juba Peace Process Agreement parties to take part in Sudan media sector reform.
(2) Capacity Building in Reporting on Violence against Women and Girls
Capacity Building for Journalists in Reporting on Support Sudanese media community and women activists through awareness raising about the UNESCO GBV Handbook. Training of young journalists on how to report on GBV will be organized, along with the formation of networks or associations linked to UNESCO. Trainings in the contextualized UNESCO manual, for selected individuals, in GBV will take place and a web site will be developed on the subject. The outcome will be training of women journalists association and empowerment to become a reporter for GBV and other crimes against women journalists.
(3) Capacity Building in Freedom of Expression and Public Order
Train security forces with both theoretical and practical tools to carry out their mission of maintaining order while respecting human rights, freedom of expression and the security of journalists.
(4) Capacity Building in Freedom of Expression and Safety of Journalists during Elections
A new method of developing journalistic skills to cover elections, and provides some essential information about elections and reporting responsibilities and techniques. It is specifically designed as a tool for coaching journalists in countries marked by conflict or in the midst of a transition to democracy.
(5) Capacity Building in PVE and Countering Hate Speech
Hate speech poses a challenge during the transitional period, and UNESCO will assist Sudan in the process of democratic transition by supporting media development through capacity Building in PVE and countering hate speech for media professionals working in the media community.
Tasks for project: CI Projects in Media Laws Reform and Capacity Building
Under the general authority of the Head of UNESCO Khartoum office, and the direct supervision of the National Programme Officer, the consultant shall perform the following tasks:
Tasks for Developing New Laws for the Sudanese Media-Sector
Coordinate and organize all meetings or workshops for National Teams, International and national experts. Follow up on vendor creations, send invitations, prepare attendance lists, venue selection, catering, banners, stationary etc.
Report on NT meetings and workshops to support revision of laws for reforming the media sector in Sudan.
Conduct evaluations through questionnaires based on agreed criteria for the project and measure the level of satisfaction of stakeholders.
Support and coordinate required meetings with identified experts (national and international).
Support ToR and contracts development for national and international experts.
Follow up on experts’ travel details and bookings with Admin Office.
Support experts in conducting and organizing training workshops.
Ensure all arrangements and plans are executed and report any issues to project manager.
Maintain and update project action plan and share with project team, ensuring smooth execution of all activities in a timely fashion and within budget.
Reporting on all project activities.
Ensure visibility is covered in the monthly report and news articles are created for UNESCO Khartoum web site.
Prepare, monitor, update and report on project budget expenditure ensuring that all related subcontracts are paid in time and cleared.
Create and manage project communication groups and maintain strong relationships with partners.

Bachelors degree from a recognized university.
Work Experience
Minimum 7 years work experience in projects coordination, planning and development.
Solid working experience in
Creation of ToRs and contracts.
Developing detailed project action plans.
Preparation of projects budgets, monitoring and updating.
Project coordination, stakeholders management, reporting, evaluation and risk management.
Organizing online trainings and conferences.
For the duration of the contract, the consultant will submit a monthly report for activities executed.
-Strong writing and communication skills to effectively articulate planning and issues to a wide variety of audiences.
-Knowledge about UNESCO activities and CI projects.
-Highly organizational qualities and able to deliver within tight deadlines.
-Committed to work until late hours and weekends.
-Willing to travel to other states to support project work.
-Computer Software: MS Windows, MS Office: Excel, Word, Powerpoint, Outlook
-Internet Conferencing: Zoom, MS Teams, Skype.
-Presentation skills for public

Working knowledge (oral and written) in English and Arabic.
Desired Experience
Working experience within UNESCO environment or other UN agencies, preferably in CI sector.
Working with diverse organizations e.g. ministries, security forces and armed groups.
