Moldova's education responses to the influx of Ukrainian students

Context

The Ministry of Education and Research has developed a normative framework for the temporary schooling of children and young people from refugee families in Ukraine.

Basic education

The government offers several educational options for Ukrainian refugee children.

Ukrainians who have applied for asylum can have direct and full access to schools.

Otherwise, an alternate option is to attend the classes together with their Moldovan peers but as auditors. Auditing children will be allowed to participate in various extracurricular activities on the premises.

Beyond the schools, children will have access to extracurricular activities, psycho-pedagogical support and counselling or non-formal activities in Youth Centers.

An additional educational option is for Ukrainian students to participate in online lessons by accessing the educational platforms and resources coordinated by the Ministry of Education and Science of Ukraine.

 

Higher education

Foreign students who were studying in Ukrainian universities and had a temporary residency permit (‘Posvidka’) can easily enter in Moldova. Indian students reported being offered this permit by default and could cross over to Moldova even in peace time. Students were offered food, water and shelter by officials of the United Nations while awaiting instructions from their government on repatriation.

Ukrainian refugee students can continue their studies at universities in Moldova. The list of available higher education institutions and instructions can be accessed on the portal “dopomoga.gov.md”.

To attend local universities, Ukrainian students must apply in the ‘mobility education’ program and provide the necessary documentation. Refugees students who are unable to prove their previous education through documents issued by a higher education institution in Ukraine will undergo testing in order to access universities in Moldova.

While psychological support continues to be provided to students, all teachers, staff in educational institutions and students are called upon to create a welcoming climate for refugee children, to support integration.

An Action Plan in response to the refugee crisis in Ukraine was discussed among education working group (coordinated by the Ministry of Education and Research, UNICEF and UNHCR), including proposals of training teachers in Moldova and Ukraine to organize formal and non-formal activities for refugee children, providing computers and other necessary teaching materials. In the latest meeting of the Working Group on the education response to Ukrainian incoming refugees, the need for logistical and material support from UNICEF and partners was reiterated.
