The crafts sector in India is estimated to be one of the largest economic sectors employing more than 10 million artisans. Each of the Indian states has its own distinct craft and folk art traditions. The state of West Bengal is rich in a variety of performing arts and crafts. However, the continuity of such traditions is at stake due to the low socio-economic status of the practitioners which does not encourage the younger generation to pursue the practices. The reduced opportunities for practice has also led to the deterioration in the quality of knowledge and skills of the practitioners. Absence of public exposure has not allowed them to tap into the opportunities in contemporary times. Majority of the practitioners belong to marginalised communities with low education and income levels. In the absence of sustainable livelihoods based on their traditional cultural skills, they often have to seek other unskilled and low-paying employment.
Since 2013, UNESCO New Delhi with the Department of MSME&T, Government of West Bengal and the implementing partner have been working in the state to strengthen livelihood opportunities for the handicraft artisans and folk artists in rural West Bengal and help improve their socio-economic situation. The focus has been on enhancing skill levels of the practitioners, providing them direct market linkages and facilitating exchanges and collaborations with other artists at state, national and international levels. From 2013-16, the project called Rural Craft Hubs covered 3000 handicraft artisans. From 2016 onwards, the project called Rural Craft and Cultural Hubs (RCCH) covered about 12,000 beneficiaries across 15 districts of West Bengal who were involved in various crafts and folk arts. Simultaneously another 10,000 beneficiaries involved in Madur weaving, Sabai handicrafts and traditional handloom received support of the West Bengal Khadi and Village Industries Board.
The current project thus aims to provide handholding support to 25,000 existing practitioners to scale up their creative enterprises and promote their ICH using digital and heritage sensitive marketing tools and strategies. An additional 25,000 beneficiaries will be provided support in skills up-gradation and transmission, creation of wider public interest in ICH, market linkages, digital education and promotion, and linkages with relevant Government schemes for the socio-economic betterment of the practitioner communities.
Overview of the functions of the post
Duties and Responsibilities
Under the overall authority of the Director of the UNESCO New Delhi Office and the direct supervision of Head of Culture Sector, UNESCO New Delhi, the incumbent shall:
- Design the overall Monitoring and Evaluation mechanism of the above mentioned West Bengal RCCH II project in line with the recommendations made by the Contract Committee of UNESCO:
- In light of the overall Monitoring and Evaluation Mechanism, work out the necessary budget for the M and E, on the basis of the overall budget of the West Bengal RCCH II project;
- Identify a NGO that can play the role of spot-checking agency for the M and E to be conducted in rural areas of West Bengal, which will verify 50000 beneficiaries, and elaborate the scope and modalities of this spot checking;
- Coordinate the establishment of the database on the 50000 beneficiaries and identify an IT expert to develop the data base to track the 50000 beneficiaries;
- Contribute to the programme implementation also notably in the establishment of the Steering Committee and its related coordination with the Government of West Bengal; .
- Coordinate the project’s reporting, monitoring and evaluation requirements: ensuring the compliance by Implementing Agency with specific reporting requirements by UNESCO and donors, editing and compiling reports so as to ensure accurateness as regards the content and language
- Perform any other tasks requested by Chief of the Culture sector or Director of the Office
- A successful candidate will be required to demonstrate the following core competencies:

- Minimum Master’s degree in the field of anthropology/ethnology, preferably. Sociology, history or management.
- Work Experience:
- Minimum 10 years of experience of having managed projects in the field of craft and skill based livelihood project with a large number of beneficiaries (more than 1000) in India or other countries in South Asia or experience of being involved in monitoring of such large scale livelihood projects in India or in other countries in South Asia is an advantage.
Skills and competencies:
- Excellent management skills for coordinating and monitoring complex and large scale of livelihood projects in particular with a large number of beneficiaries;
- Excellent knowledge on the areas of India’ s craft sector and/or performing arts,
- Excellent writing skills in drafting reports, talking points, and other documents, as well as good oral presentation skills
Excellent English both in oral and written. Knowledge of Bengali is an asset

Duration of Contract
The contract shall be for 3 months as a probational period. Subject to satisfactory performance, a service contract will be established for one year that will be renewable within the project duration (3 years), upon satisfactory performance and budget availability.
