This section  provides  materials to guide the selection, development, use, maintenance, evaluation and verification of suitable open and distance learning platforms and tools in a traditional education or emergency teaching context to support accessible and inclusive learning opportunities It provides an overview of the resources outlined in the UNESCO Document Learning for All: guidelines on the inclusion of learners with disabilities in open and distance learning.

Open and distance learning is one of the most viable modalities for addressing barriers to education faced by persons with disabilities. The education system can be supported by open distance learning through open educational resources (OER); free software and open source software (FOSS); as well as open access research.
