Building skills to transform people and systems

Education reforms can only be effective if countries have the capacities to make them operational, with not just well-trained staff, but effective organizational processes, functioning institutions and the tools and resources to plan, implement and manage effective education policies and plans. UNESCO’s capacity-building programme operates in 26 least developed and crisis-affected countries which are considered the furthest from achieving the targets of Sustainable Development Goal 4.
