What is Open Science?

Open Science is the movement to make scientific research and data accessible to all. 

It includes practices such as publishing open scientific research, campaigning for open access and generally making it easier to publish and communicate scientific knowledge. Additionally, it has other ways to make science more transparent and accessible during the research process. This includes open notebook science, citizen science, and aspects of open-source software and crowdfunded research projects.

The many advantages of this movement include the following:

  • Greater availability and accessibility of publicly funded scientific research outputs.
  • Possibility for rigorous peer-review processes.
  • More efficient reproducibility and transparency of scientific works.
  • More impact of scientific research.

Many Open Science movements advocate wider adoption of open science and open data. These initiatives foster the development and implementation of scientific research communication strategies that are inclusive, effective, and conducive to scientific collaboration and discovery across scientific fields.

Open Science is Life

In 2020, due to COVID-9 pandemic, the Brazilian Institute of Information in Science and Technology (IBICT), with the support of UNESCO Brasilia, created the Ciência Aberta é Vida portal to provide free and open scientific content directory on coronavirus. The portal can be accessed in Portuguese, English, and Spanish. 

The Recommendation on Open Science

To build a global consensus on Open Science, the development of the UNESCO Recommendation on Open Science has relied on an inclusive, transparent and consultative process involving all countries and all stakeholders. 

Before this Recommendation was approved, UNESCO gathered inputs from all the world regions and all the interested stakeholders through online consultations, regional and thematic meetings and numerous debates on the implications, benefits and challenges of Open Science across the globe.

The General Conference of UNESCO adopted the UNESCO Recommendation on Open Science at its 41st session on 23 November 2021. It defines shared values and principles for Open Science. It indicates concrete measures on Open Access and Open Data with proposals for action to bring citizens closer to science and commitments to better distribution and production of science in the world.

In 2022, UNESCO Brasilia published this Recommendation in Portuguese to promote it among Brazilian scientific entities, academia, and experts. 

Implementing the UNESCO Recommendation on Open Science

The Recommendation affirms the importance of open science as a vital tool to improve the quality and accessibility of both scientific outputs and scientific processes, to bridge the science, technology and innovation gaps between and within countries, and to fulfil the human right of access to science.
