The Institute of Disaster Mitigation for Urban Cultural Heritage Ritsumeikan University Kyoto Japan is organizing the 15th International Training Course on Disaster Risk Management of Cultural Heritage in Japan from 2 to 24 September 2020 under the UNESCO Chair Programme on Cultural Heritage and Risk Management in cooperation with UNESCO ICCROM and ICOM
Cultural heritage is increasingly exposed to disasters caused by natural and humaninduced hazards such as earthquakes floods fires typhoons terrorism etc Recent examples include fires in Shuri Castle in 2019 the NotreDame de Paris in 2019 the National Museum of Brazil in 2018 and across Australia in 2019 and 2020 as well as a typhoon in Western Japan in 2018 earthquakes in Central Mexico in 2017 Kumamoto Japan Central Italy Myanmar in 2016 and Nepal in 2015 floods in the UK in 2015 in the Balkans in 2014 and ongoing conflicts in Syria and Yemen In addition climate change will cause floods draughts and bushfires that can create huge damage to both cultural heritage and the natural environment These disasters not only affect immovable heritage such as monuments archaeological sites and historic urban areas but also cause damage to movable heritage including museum collections heritage objects religious artifacts and other artefacts that are of significance to local communities In the aftermath of a disaster many architectural fragments of damaged or collapsed buildings require documentation handling and storage As such both movable and immovable heritage are exposed to various disasters In light of these issues and challenges the 15th International Training Course will give special focus Towards the Integrated Protection of Immovable and Movable Cultural Heritage from Risk of Fire
The main objective of the course is to provide an overview of various aspects of disaster risk management of cultural heritage In particular the course provides interdisciplinary training to
Undertake an integrated risk assessment of tangible and intangible immovable and movable cultural heritage by analyzing their vulnerabilities to natural and human induced hazards that can cause disasters
Build integrated systems for the disaster risk management of cultural heritage by incorporating various measures aimed to reduce risks responding to disasters and recovering from them
Formulate disaster risk management plans for cultural heritage that correspond to the localurban national and regional levels as well as policies for disaster risk management humanitarian responses and recovery mechanisms
Learn practical tools methodologies and skills for the disaster risk management of cultural heritage such as cost benefit analysis value assessment budgeting methods and communication skills with various stakeholders ranging from decision makers to local communities and
Strengthen the international scientific support network in order to build the institutional capacities needed to formulate comprehensive disaster risk management plans which are fundamentally considering the characteristics of cultural heritage and the nature of hazards in the national and regional contexts
The deadline for submitting applications is Monday 6 April 2020
Application to the ITC is open to professionals and practitioners in the fields of disaster risk management emergency response and cultural heritage or other fields
