Chile participates in a training event for a new assessment system for the Convention for the Safeguarding of the Intangible Cultural Heritage
A total of 27 facilitators and representatives of Latin American governmental institutions tasked with implementing the Convention for the Safeguarding of the Intangible Cultural Heritage took part in a training event on the new reporting system that will allow impact assessment in Chile since implementation began in 2009 The course which ended on June 23 set out to foster an enhanced understanding of the Overall Results Framework and review the new online report submission system This constituted an opportunity for Chile to strengthen its technical capacities as a UNESCO Member State to report on measures to safeguard the countrys Intangible Cultural Heritage ICH within the framework of institutionalizing the new Ministry of Cultures Heritage and the Arts This regional training event fostered an interchange of experiences knowhow and policies amongst participating countries permitting a greater understanding of the challenges at hand and allowing new lines of action to be put forward Implementation starts in 2020 with Latin America and the Caribbean as the first region to submit its reports using the methodology Every six years countries are to file reports with UNESCO on the Conventions application under the new scheme The new reporting system can provide organized information with shared indicators and criteria that in Latin America where countries have different background history levels will promote an interchange of experiences implementing the Convention and facilitate opportunities for cooperation articulation and technical assistance across the region In Chile work is already underway under a cooperation framework agreement between UNESCO Santiago and the countrys government specifically the Department of Cultural Heritage This approach will facilitate articulation with other sectors and stakeholders going beyond the cultural sector One particular issue experienced by Latin American countries amidst the ongoing COVID19 pandemic is that culture budgets have been severely affected The process also emphasizes community participation in ICH safeguarding processes requiring countries to selfevaluate and set goals for the next reporting cycle

The response of Chile’s museums to the cultural impact of COVID-19
Figures from the International Council of Museums ICOM show that the COVID19 pandemic has led to the closure of some 95 of the worlds museums This imposes major challenges on the more than 60000 museums that have had to close their doors to the public some of which have been able to adapt to online solutions such as virtual visits or public participation over social networks However this is not possible for all museums due to their limited digital infrastructure or a rise in virtual access demand One example of swift adaptation comes from the Louvre in France which was receiving 93 million visitors each year and has recently seen virtual connections quadrupling to 400000 per day Thinking about reopening some institutions are implementing contingency plans for significantly reducing visitor numbers during the coming 18 months According to UNESCO and ICOM studies more than 10 of museums may never reopen partially due to a drop in revenue from ticket sales This affects the continuity of thousands of jobs in conservation and restoration sites in heritage sites and museums worldwide Preserving these cultural spaces is crucial for addressing the repercussions of the crisis and longterm challenges In response several governments have already announced measures to manage the social and economic implications of the pandemic including packages specially created for the cultural sector

Artists Patricia Domínguez (Chile) and Chloé Delarue (Switzerland) selected to take part in the second edition of the international residency program Simetría
For the second year running Switzerland and Chile are joining to promote creativity in the arts sciences and astronomy with Simetría an interdisciplinary exchange program between artists and scientists at the NRAOESONAOJ ALMA and Paranal observatories of the European Southern Observatory ESO in Chile and CERN in Geneva Switzerland through efforts by institutions linked to these two groups In view of the global health situation the residency will take place semiremotely with the artists starting their research from their habitual studios and homes traveling to the scientific centers for three weeks in 2021 on a date to be determined based on mobility conditions

Artist selected for Simetría residency program wins MIT visual arts prize
Photo ALMANVidal Chilean artist Nicole LHuillier a graduate of the MIT Opera of the Future Media Lab has been awarded the Harold and Arlene Schnitzer Prize in the Visual Arts an award given each year to three to five MIT students for excellence in their artistic work The winning work El Poema de la Fábrica Cósmica was created as part of her artistic residency with the Simetría program at the ALMA and VLT observatories on Cerro Paranal Chile and at the Large Hadron Collider CERN in Geneva Switzerland during August 2019 This is an exercise of listening to emerge together stimulate perception confuse reality and resonate with the sense that we are as much part of nature as we are part of the culture said Nicole about her work The piece comprises a kinetic sonic sculpture called PARACANTORA which features several listening devices and environmental sensors measuring parameters such as barometric pressure altitude temperature acceleration electromagnetic fields air currents and wind mapping the sites environmental sounds in realtime and creating a musical interpretation of each site It is always beneficial for artists to have the chance to exchange experiences and knowledge in programs like Simetría particularly in settings that can at times seem far apart like art and science but which are perfectly connected in creations like this one This is why I must congratulate Nicole whose work has also won the acclaim of an institution as prestigious as MIT said Consuelo Valdés Chiles Minister of Cultures Heritage and the Arts

Press Freedom Day and Week 2020 In a conversation with the Razones Editoriales program on Radio Universidad de Santiago UNESCO Santiago Information and Communication Coordinator Nicolás del Valle an academic at the university stated that the major challenges in information systems have come in the area of controlling the proliferation of fake news and the full development of journalism in a context of restricted human rights The interview came within the framework of the partnership between the Universidad de Santiago de Chile and the UNESCO Santiago Information and Communication Sector to broadcast content during World Press Freedom Week held from May 4 to 8 2020 UNESCO Santiago ran an awareness campaign over social networks during the week and an interview on the university radio station Actions were focused on promoting journalism and freedom of expression during the COVID19 pandemic Nicolás del Valle spoke about the major challenges facing journalism in unprecedented times with a worldwide pandemic in progress
