Integrity Respect for Diversity Professionalism   OVERVIEW OF THE FUNCTIONS OF THE POST UNESCOs Capacity Development for Education CapED Programme is an extrabudgetary funding mechanism and programme approach created in 2003 It is based on the understanding that education reforms with a view to achieving internationally agreed education goals and targets including SDG 4 will not be effective if countries lack the capacities to make them operational With an overarching capacity development approach the Programme seeks to improve the quality of education and increase learning opportunities especially for girls women and disadvantaged population groups As one of the priority countries of UNESCOs Education Sector Sudan is currently benefiting from the CapED Programme with a focus on Technical Vocational Education and Training TVET   TVET delivery in Sudan is fragmented among the following The federal Ministry of Higher Education MoHE for public and private universities and colleges  technical colleges come under Sudan Technical University The federal Ministry of Education Technical Education Department MoE TED for secondary technical education The Supreme Council for Vocational Training and Apprenticeship SCVTA under Ministry of Labor MoL for vocational training and The National Council for Technical and Technological Education NCTTE   The federal ministries and councils NCTTE and SCVTA are considered to act as the main mechanisms for coordinating multiple streams of TVET and aligning it with broader socioeconomic goals The Sudan federal system splits the responsibility for education including TVET between the federal and states levels In spite of some progress achieved between the councils and ministries coordination mechanisms and systemic channels for exchange of information are still missing   The CapED project in Sudan aims at supporting the implementation of the TVET policy review recommendations with specific focus on Strategy development together with its implementation plan On the policy level only the governance will be fully addressed National dialogue regarding qualifications system Upgrading and quality development of selected TVET institutions   Required Tasks Under the supervision of the Head of UNESCO Khartoum Office and the direct supervision of the National Project Coordinator the consultant will undertake the following tasks  The consultant will plan and organize meetings with the Sudanese Contractors Union under the Sudan Business owners Employers Federation to develop an MoU Deliverable with UNESCO Khartoum office containing a draft proposal and action plan detailing steps needed and list of partners to develop an eventually accredited ToT guide and a student  manual on production and fitting of ceramic tiles with the involvement of relevant bodies including experts ceramic manufacturers and Ministry of Education Federal and Khartoum state The pilot will be implemented with a Technical Secondary School The consultant will plan and organize meetings with a selected private sector company to develop an MoU Deliverable with UNESCO Khartoum office to develop ToT and student manuals for production of Gum Arabic The MoU to include a proposal and action plan detailing steps needed and list of partners to develop an eventually accredited ToT guide and a student  manual on cultivation and extraction of Gum Arabic in Omsayala District Bara Locality in North Kordofan State using CLC concept The pilot will be implemented by local communities under the umbrella of CLCs The consultant will plan facilitate and submit an agenda Deliverable for a workshop to discuss the TVET Strategy Draft identifying participating private sector companies and unions including related government bodies and international organizations to address the needs and expectations of private sector including discussion of TVET  governance and the ToR of the proposed Sudan TVET authority Its board membership role and responsibilities After the workshop the consultant will submit to UNESCO Khartoum a report incorporating observations feedback and recommendations Deliverable collected from participants The consultant will plan facilitate and submit an agenda Deliverable for a workshop involving private sector companies and unions represented mainly by HR Managers to discuss NQF  present recent studies on existing qualifications in Sudan identify gaps and collect private sector expectations from the intended NQF and their role segregated by sector ie Agricultural industrial etc Following the workshop the consultant will submit a report about the workshop incorporating participants observations feedback and recommendations Deliverable   COMPETENCIES Core Managerial Developed detailed project action plans budgets events planning workshops meetings conferences etc Local experience in private sector projects in Sudan involving relevant government institutions technical schools colleges and vocational centers Familiarity with different types of industries trade and professional unions Knowledge of export laws set by government of Sudan   Deliverables UNITAMS, UNCCT AND UNESCO ENHANCING THE CAPACITIES OF SUDANESE TO COMBAT HATE SPEECH AND PREVENTING VIOLENT EXTREMISM
The Transitional Government in Sudan emphasized the need to enhance the capacity of government officials and media organizations in areas most impacted by the negative effects of hate speech Therefore the United Nations Integrated Transition Assistance Mission in Sudan UNITAMS jointly with the United Nations CounterTerrorism Centre UNCCT of the United Nations Office of CounterTerrorism UNOCT and UNESCO and in coordination with Teeba press delivered a series of workshops and roundtable discussions for journalists young activists and government officials on countering hate speech and preventing violent extremism   The workshops targeted more than 120 communications officers across government ministries journalists and media professionals coming from South Kordofan Darfur Blue Nile and the Eastern States Kassala Red State and Gadarif regions most impacted by hate speech and violence motivated by misinformation and disinformation The workshops with journalists resulted in participants independently producing and collectively signing a declaration of commitment to combating hate speech and violent extremist narratives in their regions Two roundtable discussions were also held with 28 youth activists and 25 media leaders from across Sudan The roundtable with youth resulted in participants writing an individual commitment to mobilize to combat hate speech in their communities and advocate for tolerance peace and harmony in their universities The workshop ended with a closing ceremony attended by officials from the Government and the United Nations including the Minister of Telecommunications and Digital Transformation HE Mr Hashim Hasabelrasoul the UnderSecretary of the Ministry of Culture and Information Mr Rashid Saeed Yagoub as well as UNITAMS SRSG Mr Volker Perthes In his remarks Mr Hasabelrasoul stated Our country is now embarking on a new era with a new national vision to promote peace freedom and justice The curtain has dropped on a regime that encouraged hatred and discrimination among Sudanese and foreigners Combating hate speech should become a high priority of the transitional Government one of the countrys strategic objectives to ensure peaceful and secure coexistence for sustainable development and stable society UNITAMS SRSG Mr Perthes added When talking about democracy human rights and sustainable peace we must turn our attention to the significant role played by new media technologies We all witnessed how digital media has become a frontline in the battle against authoritarianism in Sudan and social medias crucial role in the Sudanese revolution However while offering opportunities for communication and freedom of opinion digital platforms have also expanded the power and prospects for hate speech and antagonistic behaviors I wish to emphasize the need for concerted efforts of the concerned parties including government media international and intergovernmental organizations civil society educational and religious institutions to work hand in hand to disseminate a culture of dialogue and peaceful coexistence amongst all social religious ethnic political and cultural components

Closing the project “Strengthening National Capacities in Safeguarding Intangible Cultural Heritage in Sudan” - Webinar
On the 21st of December 2020 the UNESCO Khartoum Office in partnership with the Ministry of Culture in Sudan and National Council for Cultural Heritage and National Languages Development organized a webinar for closing the project Strengthening National Capacities in Safeguarding Intangible Cultural Heritage in Sudan which was funded by the Abu Dhabi Department for Tourism and Culture the UAE and continued in 201820   About 35 other culture professionals attended the webinar including 13 worked from the UNESCOs premises representing the UNESCOs HQ UNESCO Cairo Office Sharjah Institute of Heritage UAE Sudanese states and Sudanese National Commission for Education Science and Culture The webinar was honoured by the participation of HE Dr Graham Abdelgadir the Undersecretary in the Ministry of Culture and Information HE Dr Asaad Abdelrahman the Secretary General of the National Council for Cultural Heritage and Local Languages Development and HE Dr Pavel Kroupkine UNESCO Representative to Sudan and other distinguished persons   Starting webinar Dr Pavel Kroupkine the UNESCO Representative to Sudan briefed participants about main projects results About 200 Sudanese culture professionals from all Sudan were trained in UNESCO 2003 Convention on Intangible Cultural Heritage ICH 7 training sessions and Preparing ICH Safeguarding plans 6 training sessions Requesting International Assistance Documenting ICH element and Nominating ICH elements for international recognition From these 16 training sessions 10 5 pairs of first two trainings were organized out of the capital metropolis More than 50 of the training opportunities were consumed by women and more than 70 by people from outside of the bigger Khartoum The Sudanese ICH SubSector received 9 teams capable to work implementing the UNESCO 2003 Convention 6 of which are in states The Sudanese ICH SubSector collected 42 ICH elements for the Sudanese ICH Inventory nominated one Al Toub Al Sudani Sudanese national costume for women for inscription on the Representative List of the Intangible Cultural Heritage of Humanity for the 2021 cycle One more Sudanese ICH element Arabic calligraphy knowledge skills and practices was nominated by the group of countries and one more collective nomination Date palm knowledge skills traditions and practices was recognized internationally in 2019 The Sudanese ICH SubSector developed holistic Sudanese ICH Strategy for 202029 which reflects all needs in implementing UNESCO 2003 Convention in Sudan covering 14 Development Areas in i developing ICH SubSector ii further collecting information about Sudanese ICH elements and treating them accordingly iii promoting Sudanese ICH Heritage nationally and internationally iv supporting and coordinating ICH bearers developing relevant culture industries and v integrating ICH in education curricula   Then Dr Akatsuki Takahashi the Culture Programme Specialist at UNESCO Cluster office in Cairo congratulated the success of the project and outlined the outcomes of the sister project in Egypt managed by the UNESCO Cairo Office where capacities were developed and in particular for the Nubian community in South Egypt Mr Rasul Samadouv the Project Manager from UNESCO HQ outlined satisfaction and willingness to continue support for safeguarding Sudanese ICH Dr Jaffar Osman Culture Assistant to the Secretary General for Sudanese National Commission for Education Science and Culture outlined Sudanese national support for ICH safeguarding   Furthermore there was a presentation from Prof Ismail Al Fihail on the transformation of the Sudanese Heritage from being local to becoming internationally recognized Two documentaries were broadcasted one was about the implementation of the project and the other was about Sudanese Toub   In his speech Dr Asaad Abdelrahman the Secretary General of National Council for Cultural Heritage and Local Languages Development which is the responsible entity for implementing the UNESCO 2003 Convention in Sudan overviewed achievements and thanked all partners who contributed to success of the project     The webinar was addressed by HE Dr Graham Abdelgadir the Undersecretary in the Ministry of Culture and Information who outlined plan to complete all regulatory frameworks for safeguarding cultural heritage in Sudan as this shall ensure unity societies cohesion and sustainable development He mentioned that this project is in line with recent positive news for Sudan including peace agreement removing Sudan from terror lists leading for Sudan to be proud to be proud of its culture history and civilization He outlined willingness to work with states higher education institutions and alliance countries for continuing the inventorying of living heritage for ensuring citizenship based on social peace within current country strategy for peace and better international relations Finally he appreciated the projects efforts made including in training program ICH inventorying ICH Strategy development He also appreciated partner countries that supported the Sudans efforts in implementing UNESCO 2003 Convention which was ratified by Sudan in 2008

Reviewing the Sudanese Heritage: Natural Sites 1
On 23 December 2020 the UNESCO Khartoum office Sudanese National Commission for Education Science and Culture NatCom and General Administration for Wildlife Conservation in Sudan organized an Expert Meeting for reviewing the list of Sudanese Heritage which is a national basement for the World Heritage and has to be maintained in accordance with the UNESCO 1972 Convention The meeting targeted the natural part of the list It took place on the premises of General Administration for Wildlife Conservation and attended by 24 experts including 8 women Mr Abdullah Khalil the General Director of the General Administration for Wildlife Conservation in Sudan and Ms Wafaa Sidahmed the Secretary General of the Sudanese NatCom led the event   In the opening session Mr Abdullah Khalil welcomed the experts spoke about the importance of natural heritage sites their protection and transfer to future generations He appreciated the efforts made by all partners working for safeguarding the Sudanese heritage Ms Wafaa Sidahmed thanked the  General Administration for Wildlife Conservation for preserving natural sites in general and hosting the activity in particular She explained the necessity of periodical reviewing the Sudanese Heritage List and the criteria for selecting places

International Day of Women and Girls in Science 2021 in Khartoum

Floods and Coastal Engineering Conference, in Khartoum, Sudan
UNESCO Khartoum Office supported ASMR NGO and Ministry of Irrigation Water Resources the UNESCO Chair for Water Resources and Sheikan Insurance Company in the organization of the Floods and Coastal Engineering Conference from 67 February at the Main Hall of the Ministry of Higher Education and Scientific Research Building in Khartoum Sudan The conference was attended by 86 participants including 38 women 44 where the opening session was addressed by Eng Fedaa Al Desogi the Secretary General of Supreme Council for Urban Development Mr Abdelgadir Salih the Programme Officer at UNESCO Khartoum Office and other senior experts and engineers in Sudan Dr Abeer Khalid the Director of ASMR NGO also welcomed participants of the conference The technical sessions included presentations on Sustainable Urban Drainage Systems Flood management and its future prospects in Sudan Cities Resilience Nile Protection at Tuti Island Floods Causes and Solutions vision Floods and Torrents Causes and Sustainable Solutions focusing on Khartoum State Model Sustainability and Risk Management for Floods Reality of Response to Floods and Torrents and Floods and Torrents Disasters Risk Management in Khartoum State In addition group work and training activities were organized mainly on the second day of the conference   The main recommendations of the Conference are the followings 1 Reviewing of the existing method for rain water management within various cities in Sudan 2 Preparing for the coming autumn season by mobilizing the concerned authorities and preparing a strategic plan to face the situation in an effective and scientific way 3 Working towards collecting the appropriate data for the decisionmakers and achieving some work on the infrastructure to deal with early warning systems and prevention of disasters 4 Linking ministries and official bodies to initiate points of contact between them and cooperation channels 5 Working to benefit from highly qualified volunteers and the impact of their role in disaster management and risk reduction 6 Intensifying scientific studies on the Dams and its impact on the course of the Blue Nile the main Nile and the affected islands for example Tuti Island 7 Committing prohibitions in the campus of bridges and rivers 8 Activating the Nile Basin studies and the applied scientific research around it 9 Promoting legislation that prohibits housing in flood disaster prone areas 10  Involving communities in planning and replanning laws 11 Merging theoretical and scientific studies and finding a link between scientific and governmental bodies 12 Establishing an urgent specialized workshop for the studies of dams in terms of legal constructional and operational aspects 13 Renewing the structure of the Supreme National Council for Civil Defence 14 Establishing a disaster centre and supporting it in an effective and systematic manner related to the causes of disasters and coordinating its tasks to reduce the effects of disasters 15 Working on intellectual awareness to accept change with living conditions and various lifestyles including scientific models 16 Proper engineering reflected in planning and the transfer of lowlying and fragile areas to other safe areas in a scientifically studied and effective way 17 Activating the role of the Ministry of Irrigation and Water Resources and developing its tasks to achieve the objectives of these recommendations 18 Developing the Sudanese building code to include various disasters including floods torrents and others 20 Activating the law protecting the main rivers and waterways and spreading its knowledge to various involved bodies 21 Unifying the disaster and risk management by proper data collection under the umbrella of the Central Bureau of Statistics 22 Introducing disasters and resilience management and appropriate sciences into education at different levels 23 Allocating a separately dedicated budget for disaster risk reduction in every Sudanese state and related institutions 24 Encouraging insurance companies to enter into coverage for the consequences of the occurrence of disasters including the disasters of floods and torrents including agricultural insurance in specific 25 Paying attention to developing early warning systems in Sudan 26 Making the best use of scientific research experiences in creating a comprehensive database 27 Fully utilizing capabilities produced by the monitoring and information centres on floods and flash floods via satellite in strategic planning and management 28 Establishing general unified directives for designing roads and ferries previewing the passage of floodwater
