Integrity Respect for Diversity Professionalism   OVERVIEW OF THE FUNCTIONS OF THE POST TVET Project Assistant   UNESCOs Capacity Development for Education CapED Programme is an extrabudgetary funding mechanism and programme approach created in 2003 It is based on the understanding that education reforms with a view to achieving internationally agreed education goals and targets including SDG 4 will not be effective if countries lack the capacities to make them operational With an overarching capacity development approach the Programme seeks to improve the quality of education and increase learning opportunities especially for girls women and disadvantaged population groups As one of the priority countries of UNESCOs Education Sector Sudan is currently benefiting from the CapED Programme with a focus on Technical Vocational Education and Training TVET   The CapED project in Sudan aims at supporting the implementation of the TVET policy review recommendations with specific and quality development of selected TVET institutions   The following workshops are planned until end of 2021 TVET strategy workshop for youth Capacity Building Workshop to develop a Quality Assessment Framework NQF development workshop Private sector engagement in TVET system development   TASKS Under the general authority of the Head of UNESCO Khartoum office and the direct supervision of the Programme Officer of the Office the contractor shall perform the following tasks in addition to any other tasks assigned Support and facilitate TVET workshops and meetings conducted by UNESCO Khartoum ensuring all workshops requirements covering the following among other tasks Booking of venues where events  are conducted Distribution of invitations and ensuring all invitees are covered Coordinate logistics Follow up with various suppliers Catering Printing of banners Provisioning of stationary materials Registration of participants at events Recording and sharing with project UNITAMS, UNCCT AND UNESCO ENHANCING THE CAPACITIES OF SUDANESE TO COMBAT HATE SPEECH AND PREVENTING VIOLENT EXTREMISM
The Transitional Government in Sudan emphasized the need to enhance the capacity of government officials and media organizations in areas most impacted by the negative effects of hate speech Therefore the United Nations Integrated Transition Assistance Mission in Sudan UNITAMS jointly with the United Nations CounterTerrorism Centre UNCCT of the United Nations Office of CounterTerrorism UNOCT and UNESCO and in coordination with Teeba press delivered a series of workshops and roundtable discussions for journalists young activists and government officials on countering hate speech and preventing violent extremism   The workshops targeted more than 120 communications officers across government ministries journalists and media professionals coming from South Kordofan Darfur Blue Nile and the Eastern States Kassala Red State and Gadarif regions most impacted by hate speech and violence motivated by misinformation and disinformation The workshops with journalists resulted in participants independently producing and collectively signing a declaration of commitment to combating hate speech and violent extremist narratives in their regions Two roundtable discussions were also held with 28 youth activists and 25 media leaders from across Sudan The roundtable with youth resulted in participants writing an individual commitment to mobilize to combat hate speech in their communities and advocate for tolerance peace and harmony in their universities The workshop ended with a closing ceremony attended by officials from the Government and the United Nations including the Minister of Telecommunications and Digital Transformation HE Mr Hashim Hasabelrasoul the UnderSecretary of the Ministry of Culture and Information Mr Rashid Saeed Yagoub as well as UNITAMS SRSG Mr Volker Perthes In his remarks Mr Hasabelrasoul stated Our country is now embarking on a new era with a new national vision to promote peace freedom and justice The curtain has dropped on a regime that encouraged hatred and discrimination among Sudanese and foreigners Combating hate speech should become a high priority of the transitional Government one of the countrys strategic objectives to ensure peaceful and secure coexistence for sustainable development and stable society UNITAMS SRSG Mr Perthes added When talking about democracy human rights and sustainable peace we must turn our attention to the significant role played by new media technologies We all witnessed how digital media has become a frontline in the battle against authoritarianism in Sudan and social medias crucial role in the Sudanese revolution However while offering opportunities for communication and freedom of opinion digital platforms have also expanded the power and prospects for hate speech and antagonistic behaviors I wish to emphasize the need for concerted efforts of the concerned parties including government media international and intergovernmental organizations civil society educational and religious institutions to work hand in hand to disseminate a culture of dialogue and peaceful coexistence amongst all social religious ethnic political and cultural components

colleges  technical colleges come under Sudan Technical University The federal Ministry of Education Technical Education Department MoE TED for secondary technical education The Supreme Council for Vocational Training and Apprenticeship SCVTA under Ministry of Labor MoL for vocational training and The National Council for Technical and Technological Education NCTTE   The federal ministries and councils NCTTE and SCVTA are considered to act as the main mechanisms for coordinating multiple streams of TVET and aligning it with broader socioeconomic goals The Sudan federal system splits the responsibility for education including TVET between the federal and states levels In spite of some progress achieved between the councils and ministries coordination mechanisms and systemic channels for exchange of information are still missing   The CapED project in Sudan aims at supporting the implementation of the TVET policy review recommendations with specific focus on Strategy development together with its implementation plan On the policy level only the governance will be fully addressed National dialogue regarding qualifications system Upgrading and quality development of selected TVET institutions   Required Tasks Under the supervision of the Head of UNESCO Khartoum Office and the direct supervision of the National Project Coordinator the consultant will undertake the following tasks  The consultant will plan and organize meetings with the Sudanese Contractors Union under the Sudan Business owners Employers Federation to develop an MoU Deliverable with UNESCO Khartoum office containing a draft proposal and action plan detailing steps needed and list of partners to develop an eventually accredited ToT guide and a student  manual on production and fitting of ceramic tiles with the involvement of relevant bodies including experts ceramic manufacturers and Ministry of Education Federal and Khartoum state The pilot will be implemented with a Technical Secondary School The consultant will plan and organize meetings with a selected private sector company to develop an MoU Deliverable with UNESCO Khartoum office to develop ToT and student manuals for countries facing serious challenges when it comes to ICT use in education internet access is very low compared to African countries only 30 of the population with significant variation between urban and rural Sudan The MoE particularly during COVID19 was faced with the limitation of internet services across Sudan and introduced the use of radios and TV broadcasting to support the revision of curricula before national certificates with limited success Mobile messaging was also explored as 72 of population are connected to the telecommunication networks Faced with such challenges the MoE realized that more efforts needs to be conducted to develop econtent train teachers improve Education Management System and the use of ICT in education    A national committee of experts was established by the minister to advice and support the MoE in this work UNESCO Khartoum is a member of this groupIn addition the National Center for curriculum and Educational Research NCCER doing a complete curriculum review will develop the new curriculum including digital platform systems as well as make developed TV and Radio materials that will be made available to the public through the MoE website for students in urban settings   The National Centre for Teachers Training with the support of the MoE undersecretary are planning to adopt the UNESCO Teacher Training tool and use it to inform teachers about the use of ICT in education Even with current available resources if teachers are not trained on how to make use of these materials in the education process the result will be underuse of expensive resources made redundant This project intends to use all digital material available to Sudanese teachers as available resources that could accessed online through the MoE website currently also undergoing serious development   The IUIs framework is based on UNESCOs concept of Internet Universality which highlights four principles that are essential for the Internet to help
