Implementing the Vietnamese Qualifications Framework: Promoting Quality and Relevance in Higher Education
Viet Nam is making new commitments toward promoting the quality and relevance of its higher education and training systems These issues are strategic longterm priorities that Viet Nam must address if the country is to take full advantage of integration with ASEAN and the greater AsiaPacific region
Together with UNESCO and Skills Consulting Group New Zealand and the Department of Higher Education of the Ministry of Education and Training MOET Viet Nam is working to establish new advisory committees to develop and help maintain quality standards through implementation of the Vietnamese Qualifications Framework VQF For VQF to be meaningful to stakeholders ie workers learners education providers and employers an improved awareness and understanding of how to use the VQF is important for building confidence in the quality of higher education and referencing processes This involves defining conceptual knowledge sets and promoting an understanding of professional mastery at the highest levels of competence Figure 1
