教科文组织召集国际组织、民间社会和私营部门合作伙伴组建联盟,以确保 #停课不停学
因为新冠病毒导致的学校停课已波及全球87的学生在这一特殊时刻联合国教科文组织发起成立了一个全球教育联盟以支持各国推广应用最佳远程学习方案并确保最易受影响的那部分儿童和青少年亦不掉队 由新冠病毒疫情导致的学校停课已使165个国家和地区的逾15亿学生受到影响 我们从未见过教育面临如此大规模的中断教科文组织总干事奥德蕾阿祖莱说合作是前进的唯一道路发起这一联盟意在呼吁采取协调和创新的行动以实现着眼于包容和公平的解决方案这些方案将不仅在现阶段为学生和教师提供支持并将在整个恢复过程中发挥作用 自从采取停课措施以遏制新冠肺炎蔓延以来各国政府都在部署远程学习方案并努力在应对接入挑战的同时解决远程教育带来的各类复杂问题从为教师提供内容和支持到向学生家庭提供指导公平是其中最重要的问题因为学校停课对处于弱势和不利处境的学生造成的伤害尤为严重他们倚赖学校提供一系列社会服务包括健康和营养服务  我们必须改善分享经验的途径并帮助最脆弱的民众无论他们是否拥有访问互联网的条件 联合国难民署特使安吉丽娜朱莉说她在联盟组建中与教科文组织密切合作 联合国副秘书长阿米纳穆罕默德表达了联合国对联盟的大力支持她说对于数百万处于弱势地位的儿童和青少年学校停课可能意味着失去对他们至关重要的安全网包括营养健康安全保护和情感支持她补充说我们不能任由不平等加剧现在是投资于教育发挥其革命性力量的时候了在我们迈向行动十年之际国际社会的责任是绝对不让任何人掉队 包括国际劳工组织联合国难民署联合国儿童基金会世界卫生组织世界粮食计划署国际电信联盟在内的多边伙伴以及全球教育伙伴关系教育不能等待法语国家及地区国际组织经济合作与发展组织亚洲开发银行等已加入联盟这也突显了采取迅速协调一致的行动为各国提供支持减轻学校停课的不利影响尤其是对最弱势群体的影响的紧迫性 微软GSMA伟东谷歌FacebookZoomKPMGCoursera等私营领域合作伙伴也加入了联盟为之提供技术接入能力建设方面的资源和专业知识将会用到学习者信息及教育数据的公司已承诺相关使用方式必须符合伦理要求 可汗学院 Dubai CaresProfuturo基金芝麻街等慈善和非营利组织也是联盟的成员在这史无前例的教育中断时期这些组织调动其资源和服务以支持学校教师家长和学生 媒体机构亦受请加入英国广播公司国际频道已成为联盟成员以实现其对全球受停课影响的青少年的支持英国广播公司将提供建议故事和媒体教育材料帮助隔离中的青少年了解冠状病毒如何影响他们的生活 新冠病毒全球教育联盟与教科文组织召集的教育部长会议主旨一致都是为了响应各国需求其重点放在公平和性别平等上联盟将聚集各方合作伙伴共同应对接入和内容等方面的挑战努力实现需求与免费安全的解决方案的对接联盟将根据各地实际情况综合运用技术和社区策略在上传国家数字化教育资源开发远程学习资源强化技术能力方面提供数字工具和学习管理方案在所有干预措施中联盟将特别注意确保数据安全并保护学习者和教师的隐私 具体而言联盟旨在 运用高技术低技术和无技术方法帮助各国实施创新的符合国情的解决方案以远程提供教育 强化对公平解决方案和普遍获取的重要性的认知 确保协调一致的反应避免重复努力 协助学生在学校复课时返校避免辍学率激增 谭德塞在与教科文组织总干事等人共同为联盟启动录制的视频致辞中说我们正在共同努力以确保世界各地的儿童能够继续接受教育并尤其顾及最弱势和处境不利的社区 媒体联系人Clare OHagan教科文组织媒体服务cohaganunescoorg33 01456 81729
