Henry C. Campbell reviews a meeting held at UNESCO house about the international exchange of publications. Experts from thirteen countries discuss the challenge of organizing effective exchange of publications between nations. Their goal was to devise a new international agreement. They also recommend that UNESCO supports individual countries to establish their own exchanges. Recordings of select experts in the meeting are featured.
