MCLCs are local centers that empower local community members through providing them with lifelong learning opportunities so that they become self-reliant and their life quality is improved.
MCLCs are organized and managed by the local community. Activities are planned and executed by the community members. MCLCs target among others, out-of-school children, youth, and deprived women. MCLCs can function as a venue for community learning and various development activities.
