Strengthening Ghana's Early Childhood Education with a Policy Framework
Executive Summary, Ghana´s commitment to free and compulsory Basic education is reflected in its twoyear education policy for kindergarten which places it ahead of other SubSaharan African countries Despite this Ghana´s Early Childhood Education ECE subsystem faced challenges that required the development of an ECE Policy Framework These challenges included overunderaged children weak coordination mechanisms inadequate financing nonexistent linkages inadequate teacher professional development inadequate family and community engagement and limited data at the subnational level The framework aims to strengthen the ECE subsystems establish a drafting plan revisit ministerial coordination mechanisms and build an investment case for early learning
