Cultural statistics in action: getting a clear picture of cultural industries

The project aims to develop and implement a National Framework for Cultural Statistics that reflects the full variety of activities carried out in the cultural and creative sector in Mongolia. The Framework will be based on current methodological approaches and will be aligned with the latest international standards and coding systems in the field of cultural statistics. The project leader will collaborate with Mongolian authorities, such as the National Statistical Office (NSO) and the Ministry of Education, Culture and Science (MECS), as well as with the UNESCO Institute of Statistics, to ensure the pertinence and sustainability of the Framework.The Mongolian State University of Arts and Culture (MSUAC) was founded in 1990 as a research and education institute, with the mission of developing culture and the arts through training experts and practitioners. MSUAC is a research partner of the NSO and the Department of Arts and Culture Policy of the MECS. Collaboration between the three institutions includes work on the implementation of a two-year project that was initiated in 2011, aimed at improving the country’s cultural statistics infrastructure.

• A National Framework for Cultural Statistics in Mongolia is implemented to establish guidelines and develop tools for collecting and analyzing data while proposing new indicators and aligning them to international coding systems in the field of cultural statistics.
• Human and institutional capacities of the National Statistical Office Staff and key stakeholders are strengthened in order to implement the new National Framework for Cultural Statistics.
• A Cultural Statistics Observatory is established and a journal of cultural statistics is published.

• Conducting a series of preliminary consultation sessions and two training workshops for key stakeholders on how to develop a national strategy for cultural statistics, in collaboration with the UNESCO Institute of Statistics.
• Building human and institutional capacities of the National Statistical Office and other key stakeholders, through three workshops on data collection and analysis pertaining to the culture sector for 100-150 statisticians, policy-makers, researchers and academics in the field of creative and cultural industries from across the country.
• Establishing a Cultural Statistic Observatory as a permanent platform for regular data collection, analysis and dissemination, as well as the introduction of new methodological trends in statistics.
