Description of the policy/measure
Parting from this measure, three institutions were created, a work group for the institutional upgrading of cuban cinema was constituted, a research strategy was implemented for the institution, and four regulations were adopted to create better working conditions for artists and promoters.

based on this research, the needs for the development of creation, heritage and education have been determined for the current period.the hiring of performing arts and music artists has improved, and as a result they are better paid for the amount and quality of their presentations.new institutions for the teaching and promotion of literature have been constituted.the needs for training artists during the current period were specified.the integration of entities belonging to the public library system was improved.

The progress made in institutional improvement has been evaluated and there has been an increase in the diversity of cultural expressions, both in cuba and abroad.
