The programme is receiving exceptional funding of US$50 million and will focus on seven priority research areas: environment, water, energy, digital technologies, life sciences, natural resources management and marine resources management.
The programme’s goal is to strengthen the country’s research ecosystem and scientific sectors by increasing the number of researchers, setting up multidisciplinary scientific teams and networks, modernizing laboratory infrastructure and equipment, and renewing the content of scientific academic curricula. The programme also aims to promote lifelong training and encourage regional and international exchanges. Lastly, it will pay particular attention to promoting women, who will account for at least 30 per cent of future graduates.
Focused on science, education, youth and equality between men and women, the programme is intended to be a lever for Angola’s sustainable and peaceful development. The country, which went through a long and painful civil war between 1975 and 2002, is now committed to strengthening its education and training system.
As a symbol of this drive for development through knowledge and culture, the first Biennale of Luanda for the culture of peace was held in Angola’s capital from 18 to 22 September, during which the doctoral training programme was signed.

Organized with the support of the African Union, the Government of Angola and UNESCO, the Biennale of Luanda is designed to be a major forum for exchanges, dialogue and encounters between Africans from the continent and the diaspora, around the arts, cultural heritage and ideas – a forum where young people and women, particularly, can express their creativity and sense of innovation and embody a force for change, beneficial to Africa’s unity and peace.
