Inclusive Education: Ibero-American countries to build a roadmap in Bolivia for 19 countries of the RIINEE Network

From March 4th to 8th, 2024, the XVIII Educational Cooperation Days on Special Education and Inclusive Education will be held at the Training Center of the Spanish Cooperation in Santa Cruz de la Sierra (Bolivia). The meeting will bring together nineteen Ibero-American countries belonging to the Ibero-American Intergovernmental Network for Cooperation in Education of People with Special Educational Needs (RIINEE), with the goal of creating a roadmap and advancing in the implementation of inclusive education in the region and in generating opportunities for students with disabilities.

The meeting, organized by the Ministry of Education, Vocational Training and Sports of Spain, in its role as the executive secretariat of the RIINEE Network, the UNESCO Multi-sectoral Regional Office in Santiago, and the Spanish Agency for International Development Cooperation (AECID), aims to be a space where practices on national policies in the field of inclusive education for people with disabilities are disseminated and exchanged.

The event will contribute to the dialogue on knowledge about innovative practices for inclusion, educational support, and professional teacher training in compliance with Article 24 (Education) of the Convention on the Rights of Persons with Disabilities (CRPD) and the United Nations 2030 Agenda. Moreover, the participating countries will validate the update of the Regional System of Educational Information for Students with Disabilities (SIRIED) and will make an implementation proposal.

In relation to the upcoming celebration of these days, Claudia Uribe, director of the UNESCO Multi-sectoral Office in Santiago has highlighted that "Improving social inclusion and the quality of life of people with disabilities requires informed and accurate educational policies and strategies, and a more human and profound awareness towards the issue. The dialogue and cooperation between countries, as promoted by these days, strengthens the exchange of best practices and encourages the commitments that are necessary from each country to guarantee the educational opportunities that everyone deserves regardless of their condition."

Francisco Javier Amaya Flores, Deputy Director-General for Territorial Cooperation and Educational Innovation of the Ministry of Education, Vocational Training and Sports of Spain, has noted: "The RIINEE, as an Ibero-American network for the education of people with disabilities, is an opportunity to generate policies for improving inclusive education and enhancing the rights of people with disabilities."

Other objectives of the days include promoting dialogue on the exercise of the right to inclusive education for people with disabilities in the RIINEE member states, identifying the challenges of inclusive education for students with disabilities in the face of the transformation of educational systems and the challenges of societies immersed in digital transformation, and establishing priorities for action in the coming years.
