Study on the right to pre-primary education

This study provides a global overview of the adoption of legal provisions for free and/or compulsory pre-primary education at national level. By providing a rights-based perspective to the implementation of pre-primary education, it aims to complement existing literature on SDG Target 4.2, which focuses mainly on policy outcomes. Early childhood care and education is increasingly recognized as an essential element in realizing a wide range of educational, social and economic rights. As such, enabling all children, including the most vulnerable, to start school on an equal footing with their peers can improve overall educational achievement and enhance social equity. A set of levers to promote the inclusion of early childhood and pre-primary education as a human right within long-term education and development objectives are presented for consideration by policymakers to accompany efforts to implement international rights and goals for universal pre-primary education.  

 

The right to education of persons belonging to minorities

Persons belonging to minorities are often at risk of having their human rights violated and experiencing multiple discriminations. Access to inclusive and equitable quality education is central to their effective and full inclusion in society, yet, for many minority members, realizing their right to education is far from a reality. This document is part of a series of thematic mappings on the implementation of the right to education, based on the findings of the Ninth Consultation on the implementation of the 1960 Convention and Recommendation against Discrimination in Education. This document, intended to serve as a practical tool for both information sharing and advocacy, focuses specifically on action taken in relation to the right to education for persons belonging to minorities. 

 

Enforcing the right to education of refugees: a policy perspective – French version will soon be available

L’UNESCO will shortly be publishing the French version of Enforcing the right to education of refugees (Faire appliquer le droit à l’éducation des réfugiés). This paper provides analysis and insights on how the right to education for refugees could be ensured from a policy perspective as well as outlines some of the extensive barriers to education that refugees face. It further presents practical examples and promising measures taken by countries in order to ensure the inclusion of refugees in their national systems and better guarantee the fulfilment of their right to education. A set of policy recommendations which are intended to offer guidance to Member States for the fulfilment of refugees’ right to education is also provided.
