UNESCO continues the final phase of the revision process for the 1974 Recommendation concerning education for international understanding, co-operation and peace and education relating to human rights and fundamental freedoms. The Organization is convening Member States for the second session of the Intergovernmental Special Committee meeting between 10-13 July 2023. At this meeting, delegates will review the remainder of the text of the second draft of the revised Recommendation.

The second session will take place, in person, at UNESCO Headquarters in Paris. Member States and Associate Members of UNESCO have been requested to designate two delegates to represent their government at the meeting. 

Observers to the meeting include Nongovernmental Organizations in official relations with UNESCO, Organizations of the United Nations, Intergovernmental Organizations, and other entities. For more information on the participants to the Special Committee meeting see 215 EX/Decision 34.

The first session of the Intergovernmental Special Committee meeting took place in person at UNESCO Headquarters in Paris from 30 May until 2 June 2023. The outcome of the first meeting was the adoption of a significant part of the revised text, including the Title, Definitions, Aims, Scope, Guiding Principles, and part of the Action Areas.
