Strengthening of Public Policies of the Leme Municipal Education Secretariat regarding the Pedagogical and Administrative Actions

Teacher education

This technical cooperation project is a partnership between the Leme Municipal Secretariat of Education (Secretaria Municipal de Educação – SME) and UNESCO. It aims at a quality education through democratic management, recognizing the value of teachers, rebuilding the curriculum, creating evaluation systems and a continuing education plan, and strengthening the management policy. Furthermore, this project will enable the Municipal School Network to play a leading role in shaping the new generations of Leme Municipality.

The Municipal School Network:

Leme Municipal School Network comprises 50 schools: 

  • 12 primary schools (from 1st to 5th grade) 
  • 07 schools that provide from early childhood to primary education levels (from pre-school to 5th grade) 
  • 13 nursery and pre-schools 
  • 18 nursery schools in partnership with a philanthropic unit of early childhood education
  • 700 teachers 
  • 1.6 thousand education professionals

This school network serves about 10,4 thousand students in the following educational levels: early childhood education (nursery and pre-school), elementary education and education for young people, adults, and the elderly.

It offers complementary extracurricular activities for 1,193 primary education students, a resource centre, and a Technical Educational Service and Prevention Centre (Centro de Atendimento e Prevenção Técnico Educacional – CAPTE). CAPTE offers guidance services from specialists such as a Speech Therapist, a Psychologist, a Social Worker, a Psychopedagogue, and a Physiotherapist.

Since signing the technical cooperation agreement with UNESCO in 2019, Leme SME has carried out important activities that propose the qualification of actions to strengthen administrative and pedagogical management, in which the project has obtained excellent results, enabling the sharing of technical knowledge. Furthermore, it has allowed the ministry to efficiently develop its function to face the current challenges of public education.

We emphasize the production of documents for the pedagogical and management areas:

  1. Qualitative research applied to the municipal network on the indication of priority topics for training education professionals in synergy with improving the quality of education in Leme.
  2. Technical study containing comparative references between the existing and non-existent processes and administrative flows. A new organizational chart has enabled the reorganization of the Leme SME, which was based on the Sustainable Development Goals (SDGs) guiding principles of the UN 2030 Agenda, especially relating to goals 4 and 16. 
  3. In a pioneering way, subsidies have been prepared to systematically improve the actions and programs for managing the SDGs, integrating them with a methodology to implement Leme’s municipal educational management for sustainable development in its schools combined with educational policies.
  4. Teacher Education and training for the Education professionals of Leme School Network. Its objective is to improve the capacity of the schools’ professionals to promote the development of specialized technical work to answer to the expectations of Leme SME, in addition to contributing to achieving better educational quality in line with the Common National Curriculum Base (Base Nacional Comum Curricular – BNCC), the Municipal Curricular Guidelines and the SDGs. Therefore, one of the top priorities of Leme SME is the continuous professional improvement of its school network’s education professionals.
  5. Promoting the “Escuta Sensível” (Sensitive Hearing) with children and the community to subside the elaboration of the Municipal Plan for Early Childhood.
