In recognition of the critical need for robust education management systems to facilitate evidence-based education planning, UNESCO has developed the EMIS Readiness Assessment Tool for Transformation to diagnose the strengths and weaknesses inherent in national EMIS capacities.

Recognizing the hindrances posed by conventional data management methods prevalent in many countries, the tool strategically addresses the need for real-time data in education, fostering transformative, evidence-based education management aligned with SDG 4.

Evaluating national education system management across four vital dimensions—governance, management, technical architecture, and data & information services—the tool identifies existing systemic limitations to provide countries with strategic roadmaps. These roadmaps chart transformative pathways to facilitate the enhancement of EMIS capabilities, paving the way for the development of advanced, real-time information systems within education governance. Subsequently, these systems empower education stakeholders to make informed, evidence-based decisions. 

A distinctive advantage of the tool lies in its efficiency, offering a streamlined process that minimizes workload, simplifies administration, and expedites evaluation compared to alternative diagnostic tools. The tool is designed to be user-friendly, making it an innovative resource for countries seeking to evaluate & strengthen their education management systems.
