In recognition of the critical need for robust education management systems to facilitate evidence-based education planning, UNESCO has developed the EMIS Readiness Assessment Tool for Transformation to diagnose the strengths and weaknesses inherent in national EMIS capacities.

Evaluating national education system management across four vital dimensions—governance, management, technical architecture, and data & information services—the tool identifies existing systemic limitations to provide countries with strategic roadmaps. These roadmaps chart transformative pathways to facilitate the enhancement of EMIS capabilities, paving the way for the development of advanced, real-time information systems within education governance. Subsequently, these systems empower education stakeholders to make informed, evidence-based decisions.
