National Safety Context

According to the Observatory of Killed Journalists there have been no recorded deaths in Montenegro since 1993. 

There is 1 national safety mechanism being implemented in Montenegro to prevent and prosecute crimes committed against journalists. More information on this initiative is summarised below including relevant links.

Commission for Monitoring Investigations into Attacks against Journalists

The Commission for Monitoring the Actions of Competent Authorities in Investigations of Cases of Threats and Violence against Journalists, Murders of Journalists and Attacks on Media Property has been active since 2021 and operates regionally and nationally. The Commission also investigates attacks on media infrastructure.

What activities are carried out? 

The Commission ensures the prevention of attacks on journalists through a database monitoring reports of attacks on journalists, the publication of reports on this monitoring, and convening monthly meetings of stakeholder representatives. 

The Commission assists the prosecution of perpetrators of attacks on journalists by analysing available intelligence and making recommendations regarding the investigations made into attacks against journalists. 

How is it implemented? 

The Commission receives a two-year renewable mandate from authorities and draws up its recommendations, reports and communications through monthly meetings. The Commission operates at both federal and regional levels.  

Who are the stakeholders? 

The Commission operates under the authority of the government agencies, with administrative and technical support from the Ministry of the Interior. Other stakeholders include law enforcement agencies, judicial actors, broadcasting and journalist unions, media companies, and intergovernmental organisations, like the OSCE Mission to Montenegro.
