The Emerging Talent Programme was initiated by the General Directorate of Planning and Evaluation (GDoPE) of the Afghan Ministry of Education (MoE) in 2015, as an on-the-job capacity development approach for young university graduates. Supported by the capacity development project in EPM (2015-2018), in collaboration with UNESCO International Institute for Educational Planning (IIEP) and MoE, the Government of Sweden funded programme was designed within the framework of a broader comprehensive capacity development strategy. It is a supplementary learning opportunity for the emerging talents who studied in the field of education and/or related areas and are committed to a career in the education sector. Since 2018, the UNESCO Kabul office has extended technical and financial support to this programme through the Better Education Systems for Afghanistan Future (BESAF) project (2018-2021) which is also funded by the Government of Sweden, through its Swedish International Development Cooperation Agency (SIDA).
