Strengthening Education for Sustainable Development in Panama

With the support of the Ministry of Education of Panama (MEDUCA), the aim is to provide technical assistance to Panama in advancing SDG 4.7 to ensure that everyone has access to quality, inclusive, and equitable education.

What is the project about?

The project aims to help Panama achieve SDG 4.7 by 2030. This goal seeks to ensure that all students acquire both theoretical and practical knowledge to promote sustainable development and other important aspects of education, such as human rights, gender equality, a culture of peace, and global citizenship.

The project also focuses on providing high-quality and equitable education for all, with Education for Sustainable Development (ESD) playing a fundamental role. The project aims to strengthen the capacities of officials, teachers, and teacher trainers through the design of inclusive educational policies and the implementation of programs and activities that enhance teaching and learning processes.

Project Objectives

The project has three main objectives in Panama:

  • Assist the Ministry of Education of Panama in creating a Public Policy on Education for Sustainable Development. This is done as part of the 2020-2024 strategic education plan and in compliance with SDG 4.7, which focuses on improving education in the country.
  • Collaborate with the Ministry of Education to revitalize the Network of Schools Associated with UNESCO in Panama.
  • Enhance the knowledge and skills of teachers working in the Ministry of Education of Panama through a self-paced course or MOOC on Education for Sustainable Development.

Results

Public Policy on Education in ESD approved by the Panamanian State and transformed into a Law of the Republic in 2023

The approval and transformation into a Law of the Republic in 2023 of a Public Policy on Education for Sustainable Development (ESD) by the Panamanian State was achieved. This accomplishment resulted from a technical collaboration process spanning one year, including five support missions to the Ministry of Education (MEDUCA) and the conduct of ten internal workshops involving teachers, directors, regional directors, and educational advisors. Additionally, five external workshops were held with various groups, such as the United Nations system, the Ministries of Health and Environment, parents, civil society, businesses, indigenous communities, and representatives from universities and private schools in Panama.

In total, around 545 individuals participated in these internal and external workshops. The policy has been validated and approved by the government and is now part of Panama's legislation. Furthermore, the associated Action Plan has also been validated by the government, with implementation expected in late 2023 or early 2024.

Activities

  • Collaboratively design a public policy on Education in ESD with the Ministry of Education of Panama, along with the development of a five-year Action Plan for its implementation (2022-2026).

  • Create a MOOC course for teachers of the Ministry of Education on Education for Sustainable Development.

  • Support the reactivation process of the PEA Network in Panama.
