Yemen Education Management and Information System (EMIS)

In 2020, the MOE committed to improving data management and with support from UNESCO and the Yemen Local Education Group, support has been provided to ensure a fully functional EMIS system will be in place, allowing to perform an education census for the whole of Yemen for 2024/2025.
YEMIS

Background

The conflict in Yemen has heavily disrupted the functioning of the Education Management and Information System (EMIS) in the country. As a result, no country-wide data has been produced since the school year 2015/2016. In 2020, the MOE committed to improving data management and with support from UNESCO and the Yemen Local Education Group, support has been provided to ensure a fully functional EMIS system will be in place, allowing to perform an education census for the whole of Yemen for 2024/2025.

The support to Yemen in EMIS consists in two phases:

Phase 1 (completed)

Under Phase 1, UNESCO, UNICEF, and the World Food Programme (WFP) joined forces to provide technical support to the MOE technical team in Aden, with the financial support from the Global Partnership for Education (GPE). This phase included a needs assessment, software design and development, emergency data collection, capacity building, and the establishment of the needed IT infrastructure. Phase 1 was successfully completed in June 2022, setting the stage for the next phase.

Phase 2

In October 2022, the Yemen Local Education Group (LEG) made significant decisions regarding the future of the EMIS project. Building upon the achievements of Phase 1 and existing capacities, the LEG requested UNESCO to lead the Phase 2 of the EMIS project, in collaboration with UNICEF and the World Bank. This decision was made to strengthen Yemen's data collection and analysis capabilities and pave the way for a national education census for the whole country by the school year 2024/2025.

Overall Purpose

The overall purpose of Phase 2 is to consolidate Yemen's capacities to collect and analyze education data through a comprehensive and integrated EMIS system. This phase aims to develop EMIS protocols, tools, processes, software, and basic hardware, ultimately leading to a national education census in 2024-2025. By establishing an evidence-based decision-making process, the project will contribute to education planning and governance grounded in the Education Sector Plan 2024-2030, currently under development with the support of UNESCO.

The EMIS project is funded by the Global Partnership for Education, as part of the UNICEF and World Bank “Restoring Education and Learning” project.
